Sr. Database Administrator (Oracle) (Washington, DC)

    DC SmartStaff is looking for a Senior Database Administrator to work on site in Washington, DC.

    RESPONSIBILITIES:
    •Prepare activity and progress reports.
    •Organize, direct, and coordinate the planning and execution of all task support activities.
    •Interface with the FBI Task Lead and FBI Program Manager and provide written and verbal status as requested.
    •Review, prioritize and schedule all tasks to achieve timely resolution of tasks.
    •Follow and prepare all documentation according to the FBI Life Cycle Methodology (LCM) process.
    •Configuration Management — Assist the Government configuration manager in Oracle database aspects of asset, license, and lifecycle management. Prepare documentation necessary for implementation of Oracle database system changes.
    •Provide courteous Customer Support.
    •Interface effectively with technical personnel from other FBI offices.
    •The Oracle DBA shall have excellent oral and written communication skills.

    TECHNICAL TASKS

    •Operations and Maintenance (O&M): The Contractor shall provide qualified personnel to be responsible for monitoring, troubleshooting, and maintaining the FBI’s Oracle databases. O&M support will be available during normal duty hours of 0700 to 1700 Monday through Friday, Eastern Standard Time (EST), excluding Federal holidays. Contractor support shall include:
    •Operations and maintenance of the various Oracle Databases.
    •Timely alerts to the designated Government representative when additional hardware or software is required to maintain the availability or performance of database functionality.
    •Support activities throughout the implementations of FBI Program projects to include:
    ◦Oracle Database Installation, configuration, and technical support
    ◦Coordinate and support Oracle database and application upgrades
    ◦Plan, coordinate, design, develop, test, and implement Oracle Server database backup and disaster recovery routines.
    ◦Create and maintain Oracle Server physical database structures based on logical design specifications provided by the application developers.
    ◦Provide technical and functional analysis in the Oracle Server environments.
    ◦Requirements Analysis: The Contractor shall conduct a thorough analysis of operational, technical, and systemic requirements for any required modification to maintain the Oracle databases.
    ◦In collaboration with the application developers, plan, coordinate, design, develop, test, and execute data migrations to/from Oracle databases.
    ◦Perform modifications to Oracle environments to support changes to the applications, reporting requirements, and user requests.
    ◦Development of Oracle databases to support new or current applications, ensuring physical or virtual database configuration and storage needs are met.
    •Database administration for existing database and future database systems:
    ◦Administration of access control for FBI Oracle database systems
    ◦Administration of Oracle databases
    ◦Ensure compliance with established FBI Oracle database standards and propose new/revised standards as necessary.
    ◦Monitor existing Oracle databases data base storage needs and perform fine-tuning to ensure the databases are running efficiently.
    ◦Assist with Oracle database upgrades and patches.
    ◦Provide support for data migrations from legacy systems into Oracle databases utilizing readily available tools such as Oracle SQLLDR.
    •The Contractor shall analyze security requirements and implement solutions required to protect the Oracle databases. The Contractor shall be familiar with the Security Technical Implementation Guidelines (STIGs) regarding security of databases. The Contractor shall support Certification & Accreditation (C&A) activities based on defined Security Division (SecD) policies and instructions. Support may be provided during multiple phases of the C&A process including:
    ◦Definition
    ◦Verification
    ◦Validation
    ◦Post-accreditation

    Requirements:
    •Bachelor’s Degree and 5+ years of administration, implementation, and operations and maintenance of Oracle databases on virtualized servers and on non-virtualized servers.
    •5+ years experience with Oracle 10g and 11g, both single instance and Real Application Clusters (RAC), Oracle Data Guard, Oracle Grid Control/Enterprise Manager, Oracle Automatic Storage Management and a general knowledge of J2EE web application hosting technologies
    •Experience in the technical/PM areas listed above
    •Knowledge of FBI environment desired
    •Knowledge of Windows Server 2003 and 2008 operating system
    •Experience with Database tuning for databases running on x86, x86-64, and s390(x) architectures.
    •Knowledge of Hardware and software troubleshooting methods.
    •Understanding of DNS and IP addressing.
    •Experience with allocation and management of drive space on the servers.
