    We are currently searching for a Program Manager to Support the BioWatch Systems Program Office, Systems EngineeringTechnical Assistance( SETA)
    Location: Washington, DC

    FTE Government Contract: Base year plus 4 option years; Exempt; Full Medical Benefits included.

    BioWatch is a Department of Homeland Security (DHS) program that funds, manages and provides policy oversight for this effort in partnership with federal, state and local agencies. The Systems Engineering Technical Assistance (SETA) Contractor will support DHS in coordinating, managing and improving BioWatch Program operations.

    The BioWatch Systems Program Office (SPO) is one of the important biosecurity tools used by public health agencies to warn of the presence of biological agents. The BioWatch SPO consists of advance development, production, testing, fielding, sustainment and disposal of operational bio-aerosol threat monitoring and response assistance capability for metropolitan areas, special events and surge requirements.

    Requirements:

    The Program Manager will provide in depth technical knowledge in field of expertise.

    Maintains knowledge in the design, development, integration, production, fielding, sustainment and disposal of Chemical and Biological early detection systems using project management techniques of the Department of Homeland Security/Department of Defense Acquisition System as well as commercial best practices, methods and procedures.

    In addition, has sufficient science/technical background to understand how current early detection systems functions and the potential impacts with the introduction of block upgrades. Primary contributor in the development of acquisition strategies and plans, Test and Evaluation Master Plans (TEMP), Test Plans, Transition Plans and Risk Mitigation Plans required to meet users requirements within schedule and cost constraints.

    Assists other technical employees by providing expert advice, training, and technical guidance as necessary in areas listed above.

    Authors, edits, and contributes to production of technical reports, such as overall project concepts and descriptions, tests plans and technical reports.

    Qualifications, Education, Experience, Training, Certifications:

    Minimum Education/Training: Masters in technical field related to organization mission.

    Minimum Experience: 16 years of experience in relevant technical projects.

    Equivalent experience to that of the Department of Defense Acquisition Certification Level III in Program Management.

    Secret Clearance required.
