The Henry M. Jackson Foundation (HJF) is seeking a Deputy Laboratory Director to support the United States Military HIV Research Program (USMHRP), located at the Makerere University Walter Reed Project (MUWRP) in Kampala, Uganda. HJF provides administrative and management support to USMHRP.
USMHRP is dedicated to HIV vaccine development, prevention, disease surveillance and care and treatment for HIV. HIV-1 continues to pose a significant and persistent threat to the military and allied forces both in terms of readiness and force protection. The brisk pace of deployments to locations throughout the world requires the USMHRP to develop products and capabilities with an international scope.
This program builds on the strength of the U.S. military medical research community, and addresses specific HIV research requirements to meet its mission: prevention of HIV-1 disease in the active force and, by extension, the global community at risk of infection.
The MUWRP laboratory actively supports HIV vaccine trials and other research projects including Ebola/Marburg and Avian Influenza activities thus requiring strict adherence to study protocols and Good Clinical Laboratory Practices. There is an opportunity to perform HIV-related research.
Responsibilities:
1. Develops and maintains policies and procedures for clinical laboratory operations to include standard operating procedure development and review, quality assurance and safety in accordance with guidelines of the College of American Pathologists and/or ISO15189 and US FDA.
2. Hires, trains and evaluates laboratory employees.
3. Prepares annual budgets and laboratory billing.
4. Improves and maintains laboratory to CAP standards.
5. Orders and maintains supply inventory to maintain workload.
6. Maintains and improves the laboratory Quality Control Program.
7. Responsible for technology transfer to other USMHRP labs/collaborating institutes.
8. Coordinates with other technical and professional staff.
9. Provides consultation and information to clinical investigators on various clinical laboratory procedures.
10. Assesses laboratory needs and resources. Initiates capital and other equipment requests based on assessment.
11. Assists in budgetary matters for clinical laboratory operations at the various sites.
12. Resolves on-site problems including equipment failure and supply shortages
13. Oversees international shipment of specimens.
14. Point person for Laboratory Audits.
15. Performs other related job duties as assigned or requested.
Required Knowledge, Skills, and Abilities: Extensive knowledge of regulated clinical laboratories, Familiarity with CAP and/or ISO15189 guidelines is essential. International experience in developing countries is desirable. Knowledge of clinical chemistry and hematology would be an advantage. Proven ability in training.
Minimum Education/Training Requirements: Ph.D. in Medical Technology or Biomedical Sciences. Additional training in laboratory Quality Assurance is desirable.
Minimum Experience: 2-4 years related experience.
Physical Capabilities: Work involves international travel and handling of chemicals and biological agents.
Required Licenses, Certification or Registration: Medical Technologist registration with a national agency would be desirable.
Supervisory Responsibilities/Controls: Technical support staff, Laboratory Supervisor, QA/QC Coordinator.
Work Environment: Travel to developing countries. Involves working with biohazardous materials, including HIV.
