We are currently searching for a Business Manager to support Bio Watch Systems Program Office(SPO) /Systems Engineering Technical Assistance (SETA)
Location: Washington, DC

FTE Government Contract: Base year plus 4 option years; Exempt; Full Medical Benefits included.

BioWatch is a Department of Homeland Security (DHS) program that funds, manages and provides policy oversight for this effort in partnership with federal, state and local agencies. The Systems Engineering Technical Assistance (SETA) Contractor will support DHS in coordinating, managing and improving BioWatch Program operations.

The BioWatch Systems Program Office (SPO) is one of the important biosecurity tools used by public health agencies to warn of the presence of biological agents. The BioWatch SPO consists of advance development, production, testing, fielding, sustainment and disposal of operational bio-aerosol threat monitoring and response assistance capability for metropolitan areas, special events and surge requirements.

Requirements: The Business Manager 3 provides advice and performs budgetary functions regarding the day-to-day management of an organizational or program budget. Organizational budget with other accounting organizations. Recommends realignment of funds to meet user requirements. Prepares and maintains in-house budget to include analysis of commitments, obligations and disbursements. Support the development of the organization’s out year planning and programming to include preparing the Congressional Justifications. Assists cost analysts where needed or appropriate. Oversees responses to financial inquiries from oversight organizations including OHA, Congressional authorizing and appropriate committees and audit units. Balance and reconciles.

Qualifications, Education, Experience, Training, Certifications:
Minimum Education/Training:
Degree in Business, Public Administration, Finance or related field. Bachelor’s Degree and documented training in DoD PPBS or similar budgeting processes is preferred.
Working knowledge of reporting documents such as OMB300, MPRS and IMS is also preferred.
Minimum Experience: 12 years experience developing, defending and executing program budgets. Experience with strategic planning, budgeting within a Work Breakdown Structure and EVMS is required.
Secret Clearance required.
