Associate Vice President of Multifamily (Washington, DC)

Oversees multifamily activities of MBA including interaction with members and representation before HUD, Fannie Mae, Freddie Mac and other groups affecting multifamily housing. Serves as staff representative to the multifamily-related member committees and working groups and is responsible for content of multifamily tracks at MBA conferences and educational programs.
MAJOR RESPONSIBILITIES:
1) Serves as staff representative to the MBA Multifamily Steering Committee, Multifamily Council and various subcommittees and working groups, coordinating meetings, agenda and background material.
2) Serves as the staff technical expert on FHA and GNMA multifamily production and servicing issues, Fannie Mae and Freddie Mac multifamily production issues, conventional multifamily products including mortgage-backed securities issues specifically affecting multifamily housing, and other multifamily development programs such as the low income housing tax credit.
3) Coordinates the development of policy positions with members and within MBA relating to multifamily housing finance, to assure consensus is reached on cross-cutting issues.
4) Articulates and represents member views before FHA, GNMA, Freddie Mac and Fannie Mae, and other regulators and investors in multifamily housing.
5) Provides staff oversight of the Fannie Mae DUS Lenders Peer Group, assuring effective operation of the group within MBA guidelines and overseeing a consultant who provides day-to-day support for the group.
6) Develops panels and provides other staff support for the multifamily portion of the CREF/Multifamily Housing Conference and the CREF Servicing Conference.
7) Coordinates MAP Lender Roundtables at which MBA members have an opportunity to meet with HUD staff on issues relating to FHA multifamily and healthcare programs.
Serves as the primary staff contact (account executive) for multifamily members, responding to inquiries, providing information through newsletters and the web site and researching issues.9) Serves as MBA representative on multifamily issues with other trade associations and groups in Washington, D.C. Works to achieve a consensus on issues with coalition groups so that joint advocacy can be achieved.
10) Works with Legislative and Communication staff on representing MBA positions before Members of Congress and the press, generally providing background material and analysis, but also meeting with Congressional staff and responding to press inquiries on the impact of regulations on the multifamily sector.
11) Works with Education staff on training and education programs for multifamily members, generally providing technical expertise but also suggesting programs to meet member needs.
12) Prepares and monitors the budget for multifamily activities.
SPECIFICATIONS:
Degree in public policy, business, economics, political science or related field required, plus 7 to 10 years experience in a technical function of considerable responsibility requiring the exercise of independent judgment. Knowledge of multifamily rental housing and real estate finance required. Excellent analytical, interpersonal, writing and verbal skills are critical. Experience with regulatory and public policy matters preferred.
NOTE: It is anticipated that less than 20% of time for this position is devoted to “lobbying activities” as designed under the Omnibus Reconciliation Act of 1993.
