Associate Director of Public Policy (Washington, DC)

  • Reporting to the Vice President of Financial Accounting and Public Policy, the incumbent will assist in the development and implementation of MBA’s strategy on legislative, regulatory, and industry issues and serve as a resource to MBA staff and members. Incumbent’s primary focus will be to assist MBA’s Associate Vice President and Regulatory Counsel in preparing MBA’s response to various regulatory issues and proposed rules that impact MBA’s members and assist in the administration of the Legal Issues, Quality Assurance and Regulatory Compliance Committee and its Subcommittees and working groups. Incumbent’s secondary focus will be to assist other members of the Public Policy staff on various policy issues and initiatives as assigned by the Vice President of Financial Accounting and Public Policy or Departmental leadership, and take the lead on assignments when directed. Such assistance will include research and analysis, interface with Association members and other interested trade associations, as well as general assignments to support the development of MBA policy positions.

    As necessary, the incumbent will assist in advocating MBA positions with appropriate federal and state policymakers, and representatives from a wide variety of real estate and other organizations.

    Advocacy work will include the preparation and regular update of policy materials and a wide variety of other communication materials.

    PRIMARY RESPONSIBILITIES:

    1. Researches, tracks, and analyzes current and emerging issues as well as proposed laws and regulations affecting the mortgage banking industry. Proposes policy positions to MBA member committees, MBA staff and MBA officers, as necessary.

    2. Assists the Policy Team with the analysis, development and communication of policy positions.

    3. Drafts testimony for official records, official MBA correspondence and other documents to assure the achievement of the Association’s goals and policies.

    4. Prepares written communication for MBA members updating them on legislative, regulatory, and industry issues. Manages, maintains, and disseminates reports and other information as received from federal agencies and the Congress.

    5. Prepares and updates, as circumstances require, MBA advocacy papers, Web content, and other policy documents, and works closely with MBA staff and members to assure that MBA’s positions are accurately articulated in such papers.

    6. Posts and updates content to the advocacy pages of the MortgageBankers.org Web site.

    7. Drafts talking points and other briefing materials as directed.

    8. Work with the MBA Meetings Department, assist with the content development for MBA’s conferences by coordinating with the relevant Issue Manager.

    9. Work with other Government Affairs staff and representatives from other MBA Departments, develops action plans as appropriate to coordinate MBA’s public policy positions as necessary and/or directed.

    10. Receives notices from the Federal Register as provided by consultant services and distributes notices to appropriate MBA staff.

    NOTE: Incumbent will devote some time for the position, as necessary, to “lobbying activities” as defined under Honest Leadership and Open Government Act of 2007.

    SPECIFICATIONS:

    Undergraduate and Juris Doctorate degree required. At least 5 years experience required in the financial service industry and/or government oversight of the industry, with a specific knowledge of the mortgage banking industry. Position requires an ability to conduct research and policy analysis on legislative, regulatory, and policy issues. Must have strong written and oral communication skills as well as superior attention to detail, with a demonstrated ability to meet deadlines and manage multiple projects.
