Applications Development Manager (Washington, DC)

  • The Information Services Department of the American Federation of Government Employees (AFGE) is seeking an Application Development Manager to oversee the development and maintenance of AFGE’s information, applications, and web sites. We are a small, dedicated team focused on building .NET and ColdFusion applications to benefit the organization’s 270,000 members. You will supervise a small team of three developers and outside consultants (as needed). This is a new position in a relatively new department, giving you a chance to make your mark. The position is approximately 70% technical, 30% managerial.

    DUTIES AND RESPONSIBILITIES

    • Major duties and responsibilities of this position include:

    • Coordinates with IT leadership to implement coherent development methodologies, frameworks, and procedures.
    • Coordinates design and implementation plans with staff, consultants, and business leaders to match desired outcome with technological feasibility.
    • Manages, mentors, and provides direction to development staff and consultants.
    • Designs and develops new and existing applications and web sites.
    • Coordinates testing to ensure functionality performs as required.
    • Monitors information architecture and usability of websites and applications.
    • Keeps current in relevant technological and internet developments.
    • Performs regular monitoring of sites to ensure security, accuracy, consistent page flow and adherence to other prescribed guidelines.
    • Answers all comments and inquiries in a timely fashion.
    • Development and implementation of application and web site initiatives.
    • Develops training, procedures, and policies to assist users using applications and sites.
    • Provides training to users at all levels of the Federation on web applications and any software product used by the Federation.
    • Participates in trainings, conferences, and conventions.
    • Other duties, as assigned.

    QUALIFICATIONS
    Applicants for this position must have extensive knowledge of internet practices and procedures, a clear understanding of web technology and associated operating environments and software, and demonstrated experience in the development and maintenance of a corporate web site.

    Experience with the following web technologies required:

    • Microsoft ASP.NET

    • Microsoft VB.NET
    • Microsoft SQL
    • Advanced HTML & Java Script
    • CSS
    • Creation and manipulation of graphics for use on the web

    Familiarity with the following web technologies preferred:

    • Development frameworks and CMS systems

    • Business Objects XI
    • XML
    • Java
    • AJAX
    • ColdFusion
    • Microsoft Server, IIS, and related technologies
    • Three (3) years experience in applications development.
    • Demonstrated leadership abilities.
    • BS in Computer Science or related field.
    • Strong interpersonal, communication, management, and team leadership skills.
    • Ability to manage multiple projects and priorities.
    • A strong web portfolio demonstrating qualifications and experience.
